Besides the companies - subsoil users (CH Invest, EuroNorthOil) and Managing company CH-Oil&Gaz among the participants there were the contractors’ representatives (CJSC “NIPI NGH”, CJSC “GT Morstroy”), Vietnam Oil and Gas Group PETROVIETNAM, Administration of the Nenetsky Autonomous District, state authorities (NAOnedra, Rostekhnadzor, gas processing plant “Nenetsky”), mass media, representatives of small population groups, etc. During the reporting part of the meeting the reports on geology and ecology were heard and discussed. As it was stated by the Director on geology and licensing of Mananging company CH-Oil&Gaz Victor Kosov pursuant to the license agreement the prospecting works program on Kumzhinsky license area was prepared and agreed upon in 2008. In 2009, one year ahead of shedule as per the license agreement, the company started 3D seismic works. Upon the tender results the winner of the contest for field works performance was declared to be OJSC “Naryan-Marseismorazvedka” which became a party to the contract, the works being financed in due course. At present the respective project has been prepared, and the consignment mobilization started. The process of obtaining approvals and permits on the works performance from representatives of those people who traditionally live at these territories is being finalized. Field surveys shall be started as soon as weather conditions allow - the area must freeze enough to be suitable for the machinery. The works will be conducted using nature conservation technologies with blast free electric and impulse sources of seismic vibrations. Prospect drilling is supposed to be started by the company in 2010 pursuant to the license obligations. At present the project for the construction of the first exploration well is under completion, the place for the well location is fixed, survey works have been completed. The equipment is planned to be delivered by flood water in summer. The drilling works are scheduled for August 2010. Referring to Korovinsky license area the exploration works program is under development, and the next winter 3D seismic works will be conducted. Evgeny Volkov, Deputy Director General on ecology and industrial security of CH Invest submitted the report on ecological activities made at Kumzhinsky and Korovinsky fields during 2008-2009. He informed that radiation background at Kumzhinsky field is normal, contamination in respect to hydrocarbons is near limits, the excess of the critical concentration is only in respect to the copper (1.5-2.0 of the critical concentration level). Volkov stated that during 2008-2009 the Program on ecological survey of Kumzhinsky subsoil plot and Program of ecological monitoring during performance of works at Kumzhinsky subsoil plot. Survey of well heads and ecological background was completed. Radiation survey of the area of fishing well No.9 as well as works of technical restoration of Kumzhinsky field damaged plots in the “Nenetsky” natural reserve were made. Due to direct assistance of the company to the “Nenetsky” natural reserve the destroyed protective dam near fishing well No.9 was restored. At Korovinsky license area the field works on estimation of the current radiation background were conducted. Together with gas processing plant “Nenetsky” the complex of ecological activities directed to save flora and fauna was developed. It is planned to develop the program for monitoring of the natural environment in 2010. Survey of well heads was made. Second part of the meeting was devoted to presentation of the project on construction of liquid natural gas complex Pechora LNG. The project was introduced by the Director General of CH-Oil&Gaz Viacheslav Pershukov. He said that the construction of the LNG plant is considered to be the alternative to gas and chemical complex in respect to commercialization of natural gas reserves of Kumzhinsky and Korovinsky fields. The production is planned to be located near Indiga village. According to the feasibility study made by Technip Italy the construction of the LNG plant together with the infrastructure will be started in 2011 and require $4 bln of investments. This complex will allow to process 3,9 bcm of dry gas per year even at the first stage. In the future it is planned to increase the production up to 7,8 bcm. If the strategic decision to construct the plant is passed in 2010, natural gas production and LNG terminal may be launched even in 2015. The target market for the plant’s production are countries of Asia-Pacific Ocean region. The project will make it possible to involve in commercial turnover the natural gas reserves of the Nenetsky Autonomous District which have not been developed due to lack of the necessary gas and transportation infrastructure. As Mr. Pershukov stated the option to commercialize the reserves of the natural gas by way of construction of LNG terminal is connected with advanced possibilities of independent operators in Russia to use LNG technology. At the meeting in Salekhard held in September 2009 it was stated by the Prime Minister V.V.Putin that now it is an important task to take the leading positions on the LNG market. Together with development of the preproject documentation on the LNG plant, gas and transport infrastructure and marine facilities, the negotiations with foreign companies are under in progress. If the project is realized we may mention that the new gas production region in Russia is appeared – summarized Viacheslav Pershukov. Besides, in the course of the meeting the representatives of the constructors have taken the floor. Alexander Kryachkov, representative of RusGazEngineering, the constructor responsible for the preparation of scheme of joint development of Kumzhinsky and Korovinsky gas condensate fields, informed of the current possibilities of the fields development and presented the ways offered by the company. The chief engineer of GT Morstroy Gennadiy Kulakov submitted the scheme of Indiga marine terminal. In his report he informed about main characteristics of the port and possibilities and conditions of its operation. At the end of the open meeting the parties represented by Administration of the Nenetsky Autonomous District and subsoil users have agreed to collectively visit the fields in order to evaluate the works performed. |
